Divide and Conquer.

This traditional phrase refers to the process of gaining and maintaining power by breaking up other concentrations of power to minimize their force and effectiveness. It also refers to pitting those individual factions against each other. Thus this pithy meaning can either be a bit of advice about how to achieve power or a warning about someone else’s efforts using that strategy.

This pithy meaning is an interesting case in that it is so very pithy, using precisely numerological and elemental aspects of this card — Divide is a numerological aspect of the number TWO (albeit a darker aspect), and Conquer reflects the power aspect of the suit of Wands.
