What does the Two of Wands mean?

Two of Wands -- Tarot of the MastersHere is a pithy meaning for the Two of Wands:
For every action, there is an equal and opposite reaction.

This is Newton’s Third Law of Motion, but we can apply it to human relations too. In physics, it says “When one body exerts a force on a second body, the second body simultaneously exerts a force equal in magnitude and opposite in direction on the first body.” Similarly, in human affairs, when we exert a force on someone, the result is that they exert an opposite force upon us.
